Can foreigners get personal loans from Korean banks?

Recently, I received an F-4 visa and I need a personal loan for the security deposit on a lease. My main bank is Hana Bank, but I received different answers from two different branches. Are there any people who have tried to get a personal loan through a bank in Korea? I heard that foreigner loan policies may vary from bank to bank. There are also stories that foreigners can get loans in areas like Gangnam or Hongdae, so I am curious to hear from those who have actually experienced it.
