Can foreigners receive severance pay in Jeju?

Hello! I've been in Korea for 9 years now, working at a school in Jeju. I'm planning to leave the school I've been working at in Jeju for the past 9 years. I had to end my contract early to move to a new school in March because the principal of my current school cut my salary and didn't pay me properly, citing a lack of funds due to a decrease in student numbers. However, seeing that they were able to take a 2-week vacation recently, I believe they can afford to pay me properly... So, I'm planning to go to the labor office after leaving the school. I thought I wouldn't be able to receive my retirement pay this time since I didn't fulfill the contract, even though I received it every year for the past 9 years. However, people around me say that I should be able to receive it since I've worked there for a long time. I'm not sure what to do. Does anyone know the phone number for the Jeju labor office where I can inquire in English? I tried calling Seoul but they could hardly speak English, so it was difficult.
