Korean grammar question: I'm curious about the difference between '수 있다' and '리가 없다'.

Hello! While studying Korean grammar, I have a few questions that I would like to ask. I'm particularly unsure about the difference between '수 있다' and '리가 없다'. First of all, I'm curious about the difference between '았/었을 리가 없다' and '을/ㄹ 리가 없다'. I think both essentially have the same meaning, but I understand that '았/었을 리가 없다' is only used in the past tense. For example, saying '그가 했을 리가 없다' implies a negative assumption about the past, and can '을/ㄹ 리가 없다' be used in the present or future as well? Additionally, I would like to know if there is a difference between '았/었을 수 없다' and '리가 없다'. For example, what is the difference between '그는 숙제했을 수 없어요' and '그는 숙제했을 리가 없어요'? Finally, I want to know if '리가 없다' can be used in the past and future tenses as well. Is it possible to say expressions like '할 리가 없었다' and '할 리가 없겠다'?
