How can we solve the issues of cyclists and pedestrians in Incheon?

I have some thoughts from riding a bicycle in Incheon. It's difficult and dangerous to ride a bike because pedestrians use the bike lanes as if they were sidewalks. Recently, I saw a female student walking right in the middle of the bike lane while dragging a suitcase. I signaled her several times, but she ignored me, and I barely avoided an accident by braking hard. She even looked at me unpleasantly. Experiencing this situation makes me wonder if pedestrians always have priority over bicycles in Korea. Before coming to Korea, I had the impression that it was a country that follows rules well, but the lack of road etiquette is somewhat surprising. Am I thinking incorrectly? Or I am curious about how the road rules between bicycles and pedestrians work in Korea.
