When going to Seoul, how appropriate is the expression '상경하다'?

Is it appropriate for people living north of or at the same latitude as Seoul to use the expression '상경하다' when moving to Seoul? This expression is generally used to mean 'going up to Seoul from the provinces,' but I wonder if it can naturally be used when traveling to Seoul from areas located north of it. I would like to hear your opinions on whether the expression '상경하다' is also applicable for regions that are at the same latitude as Seoul but located to the west, or if there are other expressions that would be more suitable.
