Can you live in Korea for a year with $28,000?

I am planning to receive a Ph.D. scholarship in Korea next year, but funding is only available for programs conducted in English. I want to learn Korean, so I am considering deferring the scholarship for a year and using my savings to go to Korea first. I have saved up $28,000 so far; will this amount be enough to live like a student for a year? This includes tuition for language school, housing costs, food expenses, and health insurance. It is possible to learn Korean during the Ph.D. program, but the scholarship conditions are strict, and I want to focus on my research. I think if I enroll in an English-taught Ph.D. program and go through a Korean preparation course, I might be able to receive student benefits like dormitory accommodation. What do you think?
